1 In 1985, the Fortieth Legislature of Oklahoma promulgated sweeping amendments and additions to the Oklahoma Alcoholic Beverage Control Act, (hereafter Act) 37 O.S. 1981 ? 502 et seq., as amended by 1985 Okla. Sess. Laws, Ch. 6, ? 2 et seq., codified as 37 O.S.Supp. 1985 ? 502 et seq. The primary impetus behind these amendments and additions was the passage of State Question 563, adopted at an election held September 18, 1984, which repealed OKLA. CONST. art. 27, ?? 1-11, and resulted in the adoption of OKLA. CONST. art. 28, ?? 1-11. State Question 563 was commonly referred to as the "Liquor by the Drink" question.
